Not every lawyer is cut out to practice DUI defense law in Phoenix. Only a handful of criminal defense attorneys have the right combination of professional and personal qualities to be among the best.

It takes tough plea deal negotiating skills with prosecutors, an encyclopedic knowledge of Arizona DUI laws, courtroom trial experience, and—most importantly—never forgetting that you, the client, are a human being gravely concerned about what a DUI charge and a possible conviction can mean to your future.

It’s not every day that a competitive professional recognizes greatness in the competition. But there are times when we have to tip our hats to other excellent lawyers who are also decent people who care about their clients.

Here, we’re going to introduce you to five Phoenix DUI lawyers who we know from personal observation and experience have the right combination of consummate professionalism, compassion, and empathy to be among the best DUI lawyers anywhere in the state or Arizona, not just in Phoenix.

Craig Rosenstein: Rosenstein Law Group

As the founder and owner of the Rosenstein Law Group, Craig Rosenstein is one of the only three Board Certified DUI Law Specialists in Maricopa County and one of the only five in the state of Arizona.

He has earned a reputation among Phoenix and Maricopa County prosecuting attorneys as an aggressive and skilled trial attorney. He has been the lead defense counsel in more than 100 jury trials. Arizona Attorneys for Criminal Justice recognized him with its DUI Defense Lifetime Achievement Award, and in 2023, the National College for DUI Defense gave him its Leadership Award.

Craig has dedicated himself to helping the accused and other attorneys who share his passion for DUI defense. He speaks at local, state, and national criminal defense seminars, primarily on trial advocacy, and takes pride in assisting other attorneys by sharing his knowledge of the cutting-edge science and technology that prosecutors use in criminal investigations.

He remains heavily involved in criminal defense and DUI defense-related organizations like the Arizona Justice (Innocence) Project, the NCDD, and the National Association of Criminal Defense Lawyers. He is a founding member of the DUI Defense Lawyers Association and has recently been appointed as the sole private defense attorney on the DUI Case Processing Workgroup that the Arizona Supreme Court tasks with advising it on DUI case law processing.

Lawrence Koplow: Koplow Law Firm

Lawrence Koplow, of the Koplow Law Firm, practices exclusively in drunk driving and criminal defense, including vehicular homicide, vehicular assault, endangerment, leaving the scene of the accident, Misdemeanor DUI, and Felony DUI.

Some attorneys may claim to know DUI defense “inside and out.” However, Lawrence is one of the few Arizona criminal defense lawyers who can walk that talk, thanks to his trial experience on both sides of Arizona DUI cases. He knows what to expect in a DUI prosecution and how to defend against one.

Beginning with his work as in-house legal counsel for State Farm Insurance, Lawrence has built extensive experience defending clients in vehicle-related trials. As a former Maricopa County DUI prosecutor, he has also represented the government’s case in many DUI trials.

This comprehensive background, covering more than 20 years and hundreds of trial appearances, makes Lawrence uniquely qualified to handle DUI and vehicular defense for his clients.

Larry Kazan: Debus and Kazan, Ltd.

A partner in the law firm of Debus and Kazan, Ltd., Larry Kazan is a seasoned criminal law and DUI defense attorney who has represented clients in Arizona and federal courts in California, Minnesota, Kentucky, and Maryland. He is recognized to practice before the U.S. Ninth Circuit Court of Appeals and the Arizona and U.S. Supreme Courts.

Larry has been a member in good standing with the Arizona State Bar since 1978. He is certified by the Arizona State Bar as a specialist in criminal law and is also listed in the Best Lawyers in America. Most recently, he was named the Phoenix Lawyer of the Year in 2024 for DWI and DUI defense. He is also recognized by Barry Tarlow’s National Directory of Criminal Lawyers.

Successful individuals with considerable assets to protect recognize Larry’s ability to defend their interests.

Joseph P. St. Louis: Nesci & St. Louis

Joseph P. St. Louis is a partner in the criminal defense law firm of Nesci & St. Louis. He is an Arizona State Bar-certified specialist in criminal defense and an American Bar Association-recognized certified specialist in DUI defense through the National College for DUI Defense (the NCDD), where he is one of 11 members of its Board of Regents.

Joseph is a recognized expert in courtroom DUI defense. He has represented defendants in more than 200 jury misdemeanor and felony trials in federal and Arizona state courts and has argued cases before the Arizona Court of Appeals, the Arizona Supreme Court, and the Ninth Circuit Court of Appeals.

Joseph is more than a DUI defense expert in his own right; he willingly and often shares his expertise as a trainer with other attorneys. He has presented over 150 training courses and lectures through the NCDD, the National Association of Criminal Defense Lawyers, and legal education seminars sponsored by State Bar and Defense Attorney organizations in Arizona and 18 other states.

Joseph has been named one of the Best Lawyers in Arizona and New Mexico by Super Lawyers magazine in the DUI specialty area since 2009. He has also been named one of the Best Lawyers in Tucson in the DUI specialty area by Tucson Lifestyle Magazine since 2013.

He has an AV® Preeminent™ Peer Review rating by Martindale-Hubbell® and has been listed as one of Woodward/White’s Best Lawyers in America in the DUI specialty area since 2013.

Kathleen N. Carey: Kathleen N. Carey Law Offices, PLC

Kathleen Carey is the principal and owner of Kathleen N. Carey Law Offices, PLC. She concentrates her practice on criminal defense, emphasizing defending DUI cases.

Kathleen has been practicing DUI defense for over a quarter century, starting when she was still in law school with her first case in Tempe, Arizona. She received her J.D. from Arizona State University as a Willard H. Pedrick Scholar (1999), where she participated in the Public Defender’s Clinic focusing on DUI Defense. Kathleen has also been certified to practice before the Pascua Yaqui Tribal Court.

In addition to her present DUI defense work, Kathleen has also served with the Mesa office of the Maricopa County Public Defender, where she was assigned primarily to felony criminal cases and quickly became the go-to attorney for DUI cases and vehicular crimes.
